NEW DELHI: The Congress on Thursday released ‘Black Paper‘ in response to the ‘White Paper’ set to be brought by the central government in the ongoing budget session of Parliament.
Addressing a press briefing, Congress party chief Mallikarjun Kharge said the ‘Black Paper’ highlights ‘failures’ of government on unemployment, price rise, farmers’ distress.
“We are raising the main issue of unemployment, which the BJP never talks about. There is discrimination being done with non-BJP states like Kerala, Karnataka, Telangana…,” Kharge said.
“Centre does not disburse required funds to the non-BJP states and instead argues that allocated funds were not spent. But this is not how it works…the additional funds must be allocated immediately as it gets utilized (by the state) to ensure smooth flow of work,” Kharge said.
The Congress chief asserted that the Centre has “purposely” been halting funds under a “conspiracy”.
The central government had earlier announced in the union budget presented on February 1 that it will come out with a ‘White Paper’ to compare the economic performance of 10 years of the Congress-led UPA government with that of 10 years of the BJP-led NDA government.
